Chances by Choice (HIV Program)
Chances by Choice specializes in providing domestic and internationally born HIV exposed children, and the families who support them, the resources to thrive. Chances by Choice takes a multi-dimensional approach to providing life enhancing services for HIV exposed children in order to integrate these children into society, whether that be in their birth or adoptive country. Our services include:
  • Identifying domestic and internationally born HIV exposed children available for adoption
  • Recruiting prospective adoptive parents
  • Providing educational and supportive services to interested families and agencies
  • Offering grants, whenever possible, to qualified adoptive families to assist them with adoption costs

Chances by Choice was founded in late 2002 by Margaret Fleming who has worked in the field of adoption for many years. Margaret is the adoptive mother of nine children, three of whom are HIV positive. Therefore it seemed natural for her to create an organization reflecting her life experiences and deep commitment to children. In 2002 only 200 HIV positive children were born in the U.S., down from 2,000 the year before. Chances by Choice focuses on HIV positive children living in the US and in countries where stigma and lack of education and resources have created a massive health crisis. Through example and education Margaret recruits families in the U.S. and Canada to adopt internationally born HIV positive orphans.

On July 1, 2006 Chances by Choice merged with Adoption Link. The latter, also founded by Margaret, has connected children of multiple ethnicities with adoptive parents since 1992. In addition to adoptive placements, Chances by Choice, now a program of Adoption-Link, will continue helping HIV positive children through reunification programs, education, job training and humanitarian aid.
